SSAB’s investment in Luleå recognized as a net‑zero project by the EU

In December 2024, the Luleå project was awarded SEK 1.45 billion in funding from the EU and Tillväxtverket, including support from the Just Transition Fund. The designation as a strategic net‑zero project is a further acknowledgment of the significance of this investment - both for SSAB’s transformation and for Europe’s industrial policy ambitions.
“This recognition confirms that the investment in Luleå is strategically important for Europe’s industrial and climate transition. It gives us greater predictability in the remaining permitting processes and strengthens the execution of SSAB’s largest industrial transformation ever,” says Carl Orrling, CTO and Head of the Transformation Office at SSAB.
The status means that the remaining permitting processes will be given high priority and more clearly defined timelines. All environmental requirements and assessments remain unchanged, but the processes will be more coordinated and predictable, supporting effective implementation and creating better conditions for a swift and efficient transition to fossil‑free steel production.
SSAB is investing EUR 4.5 billion in Luleå to build a modern, electrified steel mill capable of delivering advanced products with significantly lower climate impact. The new technology enables both lower production costs and near fossil‑free steelmaking, strengthening SSAB’s competitiveness while helping reduce Sweden’s total carbon dioxide emissions by seven percent.
