SSAB’s investment in Luleå recognized as a net‑zero project by the EU

SSAB’s investment in a new electric steel mill in Luleå has been recognized as a strategic net‑zero project under the EU’s Net‑Zero Industry Act. The decision, announced by the Swedish Agency for Economic and Regional Growth (Tillväxtverket), confirms that the project is considered to be of major importance for the EU’s future competitiveness and for the union’s ability to meet its climate and energy targets.

 

In December 2024, the Luleå project was awarded SEK 1.45 billion in funding from the EU and Tillväxtverket, including support from the Just Transition Fund. The designation as a strategic netzero project is a further acknowledgment of the significance of this investment - both for SSAB’s transformation and for Europe’s industrial policy ambitions.
 

“This recognition confirms that the investment in Luleå is strategically important for Europe’s industrial and climate transition. It strengthens the execution of SSAB’s largest industrial transformation ever,” says Carl Orrling, CTO and Head of the Transformation Office at SSAB.
 

The regulation aims to ensure that permitting processes receive higher priority and clearer timelines. SSAB's environmental permit entered into force in December 2025. 
 

SSAB is investing EUR 4.5 billion in Luleå to build a modern, electrified steel mill capable of delivering advanced products with significantly lower climate impact. The new technology enables both lower production costs and near fossilfree steelmaking, strengthening SSAB’s competitiveness while helping reduce Sweden’s total carbon dioxide emissions by seven percent.
